STRICT OBSERVANCE OF BUSINESS HOURS OR APPROVED OFFICIAL TIME BY COTERMINOUS PERSONNEL

It has been reported that there are some personnel in the staff of Members of various courts occupying coterminous positions, such as those performing the duties of private secretaries and other confidential functions, especially those who are members of the family of such Members of the court, do not strictly observe the official time or business hours of the court. Such a situation, if permitted by the concerned Member of the court would be demoralizing to the regular personnel and, if tolerated by said Member, affect the latter's effectiveness to discipline the regular personnel.

ACCORDINGLY , every coterminous official or employee in the office of a Justice or Judge of any court in the Philippines shall strictly observe the prescribed business hours of the Judiciary or their official time of attendance; record their actual time of arrival and departure in the proper form, such as the logbook and daily time records; and submit the same to the Administrative Office for record purposes.

This Administrative Circular shall take effect immediately and compliance therewith is hereby enjoined.

The Office of the Chief Justice and the Clerk of Court of the Supreme Court; the Presiding Justice of the Court of Appeals; the Presiding Justice of the Sandiganbayan; the Presiding Judge of the Court of Tax Appeals; and the Court Administrator and the Deputy Court Administrators shall implement this Circular.
