AUTHORIZING THE PARTICIPATION OF JUSTICES SELECTED JUDGES AND COURT OFFICIALS IN THE INTERNATIONAL CONFERENCE AND SHOWCASE ON JUDICIAL REFORMS ON 28-30 NOVEMBER 2005, AT THE MAKATI SHANGRI-LA HOTEL

WHEREAS, the Philippine Supreme Court crafted its Action Program for Judicial Reforms (APJR) in 2000 and has, since then, vigorously implemented various projects aimed at enhancing judicial institutions and improving the delivery of judicial services;

WHEREAS, countries in the Asia-Pacific Region and elsewhere have also launched their judicial reform initiatives to address basic issues, such as judicial efficiency and effectiveness, judicial independence, fiscal autonomy, and access to justice, among others;

WHEREAS, despite these rich and numerous country-led efforts, there is no regional institutional forum for the exchange of ideas and experiences on judicial reforms;

WHEREAS, there is a need to establish a network to facilitate knowledge-sharing and knowledge-management mechanisms among the Justices, judges, and legal practitioners in the Asia-Pacific Region;

WHEREAS, in response to this need, the Supreme Court of the Philippines is hosting the International Conference and Showcase on Judicial Reforms on 28-30 November 2005 at Makati Shangri-La Hotel, Makati City, Philippines, with support from the Asian Development Bank (ADB), American Bar Association - Asia Law Initiative (ABA-Asia), Australian Agency for International Development (AusAID), British Council, Canadian International Development Agency (CIDA), The Asia Foundation (TAF), United Nations Development Programme (UNDP), United States Agency for International Development (USAID), The World Bank and other institutional organizations agencies;

NOW THEREFORE, the Court hereby authorizes the participation of the following Justices and selected Judges in the abovementioned International Conference:
