SUBJECT IMPLEMENTATION OF AMENDED AND NEW REGULATORY

FRAMEWORKS FOR ELECTRONIC GAMING OPERATIONS

Please be informed that the PAGCOR's Board of Directors, in its meeting held on 06 November 2025, approved the implementation of the following updated and new regulatory frameworks for electronic gaming operations:

2. Regulatory Framework For Offenses and Penalties Revision No. 3; and Revision No. 4;

3. Regulatory Framework for Gaming Venue Operations Revision No. 0

Correspondingly, herewith are the salient amendments and/or new provisions of the above frameworks for easy reference:

1. Regulatory Framework for the Fees and Rates on Gaming Venue Operations

Revision No. 4

IR Licensees offering electronic games as a Gaming Venue Operator shall remit a reduced rate for Gross Gaming Revenues (GGR) generated from their operations of Electronic Casino Games and RNG-based games, subject to the following conditions:

a. The IR Licensee must be licensed as a Gaming Venue Operator and must likewise be an accredited GSA with its own electronic gaming system (EGS), online gaming platform (OGP) and electronic games; or

b. The IR Licensee may opt to contract with other accredited GSA to provide its EGS/OGP, however, its electronic games must be specifically offered

under the gaming brand of the said IR Licensee.

2. Regulatory Framework For Offenses and Penalties Revision No. 3

a. The coverage of the abovementioned framework extends to the accredited

Business-to-Business (B2B) providers, i.e., Gaming Affiliates and Support Service Providers.

b. Provisions on forfeiture of Performance Cash Deposit (PCD) are included

in the above framework

c. A revised single-tier violation and penalty structure for GSAs and B2B

providers are included in the above framework.

3. Regulatory Framework for Gaming Venue Operations Revision No. 0

a. The abovementioned framework consolidates pertinent amendments, and

new guidelines and requirements, among others, to update, enhance and simplify the provisions of:

Regulatory Framework for Sports Betting Gaming Sites/Operators Gaming Site Regulatory Manual Version 3.0 for Electronic Games; Gaming Site Regulatory Manual Version 3.0 for Bingo Games; and

b. Reduction of the minimum buy-in or initial deposit requirement from One

Thousand Pesos (PhP1,000.00) to Five Hundred Pesos (PhP500.00) upon registration for Licensed Gaming Venues.

c. Documents for annual submission by accredited and/or licensed entities are

streamlined.

d Guidelines for the payment of Extension Fee for the extension of period for

temporary suspension of Gaming Venue operations are included in the above framework.

e. There are additional documentary requirements for the processing of refund

of PCD.
