AUTHORIZING THE GRANT OF ONE-TIME SPECIAL AMELIORATIVE MEASURE (SAM) ALLOWANCE FOR FISCAL YEAR 2025 TO ALL QUALIFIED PERSONNEL OF THE BANGSAMORO GOVERNMENT REGARDLESS OF EMPLOYMENT STATUS

WHEREAS, on February 11, 2025, the Bangsamoro Transition Authority Parliament passed and adopted Resolution No. 671 requesting the grant of relief assistance amounting to at least Ten Thousand Pesos (P10,000.00) to all employees in the Bangsamoro Autonomous Government, regardless of employment status, including individuals engaged through contracts of service and job orders by the Ministries, Offices, and Agencies, due to the anticipated surge of prices during the month of Ramadhan 1446;
WHEREAS, the observance of Ramadhan entails additional financial obligations, including increased spending on food and other essential goods, which are further exacerbated by seasonal price surges;
WHEREAS, the rise in commodity prices during Ramadhan affects not only muslims observing the fast but also the general population of the Bangsamoro Autonomous Region;
WHEREAS, the grant of the allowance is an inclusive and proactive response of the Bangsamoro to the seasonal strain felt by its people;
WHEREAS, ensuring food security and economic stability for all residents, regardless of religious affiliation, is a fundamental responsibility of the government, particularly during periods of increased economic strain;
WHEREAS, granting the allowance to employees of the Bangsamoro Government will help mitigate the financial burden faced by public sector workers, particularly those in lower income brackets, during this period;
assistance and allowance, demonstrating its commitment to the welfare of its WHEREAS, the Bangsamoro Government has previously provided similar financial
employees and constituents;
WHEREAS, Section 1, Article XII of RA 11054 states that the Bangsamoro Government shall enjoy fiscal autonomy with the end in view of attaining economic self-sufficiency and genuine development; and
WHEREAS, Section 32, Article VII of RA 11054 declares the Chief Minister as head of the Bangsamoro Government who may exercise powers and functions inherent to the office;
NOW, THEREFORE, I, ABDULRAOF A. MACACUA, Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao, by virtue of the power vested upon me by law, do hereby order:
SECTION 1. Grant of One-Time Special Ameliorative Measure (SAM) Allowance. Ministries, Offices, and Agencies of the Bangsamoro Government are authorized to grant a one-time Special Ameliorative Measure (SAM) Allowance FY 2025 with an amount not exceeding (10,000.00) pesos to each qualified official or employee.
SECTION 2. Coverage. The grant of SAM Allowance for FY 2025 shall cover all qualified officials and employees of the Ministries, Offices and Agencies in the BARMM with compensation sourced from the General Appropriations Act of the Bangsamoro.
All qualified officials and employees refer to the following:
a. Officials and personnel who are occupying permanent, temporary,
coterminous, casual or contractual; and
b Personnel whose services are engaged through Contract of Service (coS) or
Job Order (JO), subject to Commission on Audit (COA) and Department of Budget and Management (DBM) Joint Circular (JC) No. 2 (s.2024).
COS and JO Workers of Nationally-Funded Programs (NFP) who are directly
implementing these programs, subject to the provisions under Section 4.2 (b) supervised by the Bangsamoro Ministries, Offices, and Agencies
of this Order.
All qualified employees are still in service with the BARMM as of February 28, 2025.
For purposes of this Order, actual service shall refer to services rendered on-site, i.e., the COS and JO workers physically report for work at their designated stations.
SECTION3.Exclusion. Personnel fallingunder the following cases/circumstances are not entitled to SAM Allowance for FY 2025:
a. Those who are absent without leave (AWOL); and,
b. Those who have been hired not as part of the organic manpower of the
Ministry/Office/Agency but as consultants or experts to perform specific activities or services with expected output, as well as student laborers and apprentices.
c. Workers hired through institutional coS who are assigned in government
agencies are excluded from the grant of the one-time SAM Allowance.
SECTION 4. Funding Source and Release. The SAM Allowance for FY 2025 shall be released under the following conditions:
4.1 For officials and employees occupying Regular, Temporary, Coterminous, Casual or Contractual positions, the amount required for the payment of SAM Allowance for FY 2025 shall be sourced from Miscellaneous Personnel and Benefits Fund (MPBF) subject to the submission of Special Budget Request (SBR) and supporting documents to the Ministry of Finance and Budget and Management (MFBM).
4.2 For Contract of Service or Job Order Personnel:
a. The amount required for the payment of SAM Allowance for FY 2025 shall
be sourced from the Contingent Fund FY 2025 subject to the submission of special budget request together with the official list of COS/JO personnel to the Office of the Chief Minister.
b. For COS/JO workers directly supervised by the BARMM M/O/As
implementing Nationally-Funded Programs/Projects, the SAM Allowance may be charged against the Nationally-Funded Program allotments as far as practicable, subject to the approval of the Minister or Head of Offices or Agencies and with proper coordination to the National Government Agency/ies providing the funds.
If funds from a particular program are not sufficient to cover the amount of P10,000, the SAM Allowance of the said program shall be in such amount as may be allowed by the program's available funds.
Disbursement of funds for the payment of SAM Allowance shall be subject to existing laws, government accounting and auditing rules and regulations, and other issuances.
SECTION 5. Deadline and Payment Date. All requests for the release of funds must be submitted on or before March 28, 2025. Release of the SAM
Allowance for FY 2025 shall be made by the respective Ministries, Offices and Agencies to the qualified personnel not later than April 15, 2025.
SECTION 6. Supplemental Guidelines. The MFBM may issue supplemental guidelines for the effective implementation of this Order.
SECTION 7. Repeal. All orders, rules and regulations and other issuances or parts thereof, which are inconsistent with this Order are hereby revoked, amended, or modified accordingly.
SECTION 8. Separability. If any provision of this Order is declared invalid or unconstitutional, the other provisions not affected thereby shall remain valid and subsisting.
SECTION 9. Effectivity. This Order shall take effect immediately
