FOR THE SPECIAL DEVELOPMENT FUND-SUPPORTED PROJECTS, PROGRAMS RECONSTITUTION OF THE SPECIAL BIDS AND AWARDS COMMITTEE (SBAC) AND ACTIVITIES IN THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM

transparency, accountability, efficiency, and equal opportunity in the government thereby generating substantial savings in the coffers of the Bangsamoro Government; procurement system in consonance with the provisions of the Republic Act (RA) No 9184 also known as the "Government Procurement Reform Act" aimed to safeguard government public resources against loss or wastage due to graft and corruption WHEREAS, it is the policy of the Bangsamoro Government to promote greater

Technical Working Group (SDF-TWG) and the Special Development Fund-Project Management Office (SDF-PMO) under the Office of the Chief Minister, and Defining the Scope of Authority", thereby amending BARMM Special Order No. 004, s. 2020, E0 No 003, s. 2021, and E0 No. 0014, s 2021; Administrative Order No. 0002 on May 30, 2022 entitled "Constitution of the Special Bids and Awards Committee (SBAC) for the Special February 4, 2022, entitled "Creating and Establishing the Special Development Fund- WHEREAS, the Honorable Chief Minister issued Executive Order No. 002 on

s. 2022, entitled "Reconstitution of the Special Bids and Awards Committee (SBAC) for the Special Development Fund-Supported Projects, Programs, and Activities in the Bangsamoro Autonomous Region in Muslim Mindanao (SDF-BARMM)"; and Administrative Order No. 0001, s. 2023, entitled "Reconstitution of the Special Bids and Awards Committee (SBAC) for the Special Development Fund-Supported Projects, Programs, and Activities in the Bangsamoro Autonomous Region in Muslim Mindanao (SDF-BARMM);
WHEREAS, the constitution of an SBAC under the OCM is imperative considering the exigencies of public service and to ensure transparency and accountability in the government procurement processes of the various SDF-supported PPAs in BARMM;
NOW, THEREFORE, I, AHOD B. EBRAHIM, Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao, by virtue of the powers vested in me by law, do herebyorder:
SECTION 1. Constitution of the SBAC. In order to facilitate the professionalization and harmonization of procedures and standards, the SBAC is hereby reconstituted under the OCM for the SDF-Supported PPAs in the BARMM. It shall undertake the functions specified in Section 12 of the 2016 Revised Implementing Rules and Regulations (IRR) of RA No. 9184, such as eligibility screening, the opening of bids. evaluation of bids, post qualification, and recommending award of contracts.
SECTION 2. Composition of SBAC. The SBAC for SDF-BARMM shall be composed of the following:
