PRESCRIBING A TEMPORARY WORK-FROM-HOME ARRANGEMENT IN THE EXECUTIVE

BRANCH OF THE BANGSAMORO GOVERNMENT ON 16 AND 17 SEPTEMBER 2026, FOLLOWING THE FIRST REGULAR BANGSAMORO PARLIAMENTARY ELECTIONS

WHEREAS, the First Regular Bangsamoro Parliamentary Elections were conducted on 14 September 2026, marking a significant milestone in the democratic governance of the Bangsamoro Autonomous Region in Muslim Mindanao;

WHEREAS, Civil Service Commission Memorandum Circular No. 06, s. 2022, as amended recognizes flexible work arrangements in government, including work-from-home arrangements, subject to the approval of the head of agency and operational requirements;

WHEREAS, consistent with applicable COMELEC issuances relating to the 2026 Bangsamoro Parliamentary Elections, relevant BARMM policies and directives on public safety and the imperative of continuity of government operations, a temporary work-from-home arrangement may be adopted without suspending public service or diminishing accountability and work performance;

WHEREAS, there is a need to establish a uniform temporary arrangement for offices within the Executive Branch of the Bangsamoro Government while allowing heads of offices to require on-site reporting whenever the exigencies of the service so demand;

NOW, THEREFORE,I, ABDULRAOF A. MACACUA, Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao, by virtue of the powers vested in me by the Bangsamoro Organic Law and other applicable laws, rules, and regulations, do hereby order:

SECTION 1. Temporary Work-from-Home Arrangement. All Ministries, Offices, Agencies, and other instrumentalities within the Executive Branch of the Bangsamoro Government, under the authority, control, or supervision of the Chief Minister, are hereby directed to implement a temporary Work-from-Home (WFH) arrangement on 16 and 17 September 2026.
