DESIGNATING THE MEMBERS OF THE REGIONAL PROCUREMENT PLANNING COMMITTEE FOR THE 3RD AND 11th JUDICIAL REGIONS

WHEREAS, the establishment of the Regional Court Administration Office (RCAO) in Angeles City, Pampanga and in the City of Davao, to provide administrative and financial management and support services to the first and second level courts in the 3ld Judicial Region (Central Luzon) and in the ll"1 Judicial Region (Southern Mindanao), respectively, was approved by the Supreme Court in an En Bane Resolution dated 14 April 2009 in A.M. No. 09-3-22-SC, and provided for by Administrative Order No. 135-2009 dated 8 October 2009;

WHEREAS, the RCAO Oversight Unit has resolved to initially decentralize the procurement of office supplies and materials, services, equipment and utilities to RCAO-3 and RCAO-11;

WHEREAS, to achieve effectiveness, efficiency and economy in the procurement of goods or supplies by government agencies, the Procurement Policy Board, which was created under Executive Order 359, has formulated and promulgated the Implementing Rules and Regulations of E.O. 302, as amended, entitled "Providing Policies, Guidelines, Rules and Regulations for the Procurement of Supplies by the National Government";

WHEREAS, under Section 3.2 of the aforesaid implementing rules and regulations, the procurement of goods by government agencies shall be undertaken according to a procurement plan, which the agency concerned shall formulate, to ensure that the goods, supplies, or materials to be procured are available when needed;

WHEREAS, there is a need to create and constitute the appropriate regional organization for this purpose to achieve effectiveness, efficiency and economy in the procurement of goods, services and supplies for the judicial region; and for this organization to prepare an annual procurement program showing the itemized quantity, description and estimated cost of office supplies and materials, services, utilities and equipment required for a fiscal year, and which program shall be made an integral part of the supporting documents of the Judiciary's Work and Financial Plan and Annual Procurement Plan;

WHEREFORE, the Regional Procurement Planning Committees (RPPC) of the 3rd Judicial Region and for the 11th Judicial Region are hereby constituted for the above-mentioned purposes, as follows:

These RPPCs shall elect a Chairperson from amongst themselves. The Chairperson shall designate a member of the RCAO's General Services Unit (GSU) as Committee Secretary.

Further, the Chairperson, Secretary and Members shall be entitled to a per-meeting expense allowance in accordance with Administrative Circular 13-99 dated 30 September 1999, chargeable against the appropriations of the lower courts. The rate and frequency thereof, as well as other limitations shall be the same as those of the committees in the Supreme Court.
