REVENUE MEMORANDUM ORDER NO. 40-99 issued May 18, 1999 institutionalizes the raffle of sales invoices and receipts now dubbed as "Humingi ng Resibo, Milyun-milyon ang Panalo". There will be two (2) raffle draws: the anniversary draw and the millennium draw to be conducted for each of the nineteen (19) Revenue Regions, and the National Grand Draw. The schedule of the draws and the corresponding prizes are indicated in the Order.
