Warning against syndicate

CIRCULAR LETTER Series of 2005

TO:  All Banks and Non-Bank Financial Institutions

It has come to our attention that a syndicate is operating nationwide attracting and victimizing people by presenting spurious documents allegedly issued by the Bangko Sentral ng Pilipinas (BSP) certifying the existence of a gold bullion worth US$522,277,593,937 deposited with the BSP and owned by a certain SCJ International Ventures.

These spurious documents are:

1. Safekeeping Receipt No. B512363 2. Certificate of Gold Bullion Depository Stocks 3.Letter of Ms. Vivien G. Casul, Deputy Director-Treasury, Bangko Sentral ng Pilipinas dated 2 September 2003 Re: Declaration of Value

We are furnishing you copies of these spurious documents with the request that they be posted in conspicuous areas in your offices so that the general public may be warned not to enter into any transaction with this group and to report immediately to the BSP or to any nearest police authority any transaction of this nature.
