ALL GAMING SYSTEM ADMINISTRATORS ALL LICENSEES OF INTEGRATED RESORTS ALL APPLICANTS
FROM THE OFFICER-IN-CHARGE
SUBJECT UNIFIED GAMING LICENSE FOR GAMING VENUE
OPERATIONS AS ALTERNATIVE LICENSING APPROACH
To streamline the licensing transactions for the establishment of Gaming Venues please be informed that the PAGCOR Board of Directors,in its meeting on July 02 2026, approved the following
1 The attached article on the Unified Gaming License (UGL) as an additional or
alternative licensing option for gaming venue operations and its inclusion as Annex B of the Regulatory Framework for the Issuance of Gaming License for the Establishment of Gaming Venues Rev. No. 1;
2 The following minimum terminal, machine, or seating requirements under the UGL gaming venues:
O Twenty-five (25) terminals or machines each for Electronic Bingo Games
and Electronic Casino Games; 1 Twenty-five (25) seats for Traditional Bingo Games, when offered; and C! One (1) terminal or machine each for Sports Betting, Specialty Games.
Numeric Games, and Online Poker Games.
3. Inclusion of the following UGL fees as Annex B of the applicable Regulatory Framework for Fees and Rates; provided, that all other applicable regulatory
fees shall be based on the fees imposed on Standard Gaming Licenses:
Type of Fee Amount Validity Term Application Fee 1,200,000.00 Valid for Three (3) years
Renewal Fee 800,000.00 Renewable every Two (2) years

4. The provisions of the amendment to Regulatory Framework shall repeal
previous issuances which are inconsistent with the same.
