Establishment of a Program on Awards and Incentives for Service Excellence (PRAISE) and creation of a PRAISE Committee for the Lower Courts.

WHEREAS, pursuant to CSC Resolution No. 010)12 dated January 10. 2001. and CSC Memorandum Circular No. 01. s. 2001, every department or agency in the government shall establish its own employee suggestions and incentive award system;

WHEREAS, the system shall be designed to encourage creativity, innovativeness, efficiency, integrity and productivity in the public service by recognizing and rewarding officials and employees, individually or in groups for their suggestions, inventions, superior accomplishments and other personal efforts which contribute to the efficiency, economy or other improvement in government operations, or for other extraordinary acts or services in the public interest;

WHEREAS, the System shall be called the PROGRAM ON AWARDS AND INCENTIVES FOR SERVICE EXCELLENCE (PRAISE) FOR THE LOWER COURTS which shall: (I) adhere to the principle of providing incentives and awards based on performance, innovative ideas and exemplary behavior; (2) give emphasis on the timeliness of giving award or recognition; and (3) provide both monetary and non-monetary awards and incentives to recognize, acknowledge and reward productive, creative, innovative and ethical behavior of employees through formal and informal mode.

NOW THEREFORE, the PRAISE shall be institutionalized in the Lower Courts through the creation of a Program on Awards and Incentives for Service Excellence (PRAISE) Committee for the Lower Courts composed of the following:

Chairperson :Court Administrator Vice Chairperson :DCA Raul Bautista Villanueva Members :Chief of Office, Office of Administrative Services Chief of Office, Financial Management Office Representative from the PACE for the 2nd level positions Representative from the PACE for the lst level positions Secretary :To be designated by the Chairperson Assistant Secretary :To be designated by the Chairperson The OAS shall serve as the Committee's Secretariat. Membership in the Committee shall be considered part of the member's regular duties.

The PRAISE Committee shall formulate the policies and procedures for the development, administration, monitoring and evaluation of the awards and incentives system of the Lower Courts and establish its own internal procedures and strategies.

The Committee shall prepare and submit to the Court En Bane for its approval the LC PRAISE not later than October 31. 2010.

This Administrative Circular shall take effect upon its issuance.
