ALL CONCERNED LOCAL MANNING AGENCIES AND CRUISE SHIP
SEAFARERS
In view of the increasing incidents of arrests and detention of Filipino seafarers working onboard cruise ships in the United States due to child pornography and sex related offenses, alt local manning agencies deploying seafarers to cruise ships and all Filipino seafarers joining and currently onboard cruise ships in the United States are advised of the following:
A. Concerned Local Manning Agencies
1. Manning agencies are advised to further strengthen their Pre-Departure Orientation Seminar by incorporating modules dealing with issues of child

2. Manning agencies and principals shall cooperate with law enforcement
authorities that are investigating allegations of child pornography and other sex- related offense. They are likewise reminded of their responsibility to provide accused seafarers with competent legal assistance and representation during search, arrest, custodial investigation, and preliminary hearings. Manning
accused seafarers have access to legal representation in all stages of agencies and principals shall also coordinate with the DMW to ensure that the
investigation and prosecution of cases against the said seafarers.
Concerned manning agencies are required to submit to the Department of

B. Concerned Filipino Seafarers
1. Filipino seafarers are reminded of their duty to conduct themselves in the most
professional, responsible, and ethical manner during their employment. They are duty-bound to respect host country mores, customs, traditions, and laws.
2. Do not, under any circumstances, download, possess, view, transport, distribute, nor sell child pornography, as well as subscribe to child pornography sites. These activities can be tracked and monitored by law enforcement agents
of the United States.
Child pornography is a worst form of exploitation of children. Patronizing child
perpetuates exploitation of children, which can never be tolerated pornography through subscription, possession, viewing, distribution and selling
