PRESCRIBING NATIONAL CERTIFICATE OF COMPETENCY FOR FILIPINO HOUSEHOLD SERVICE WORKERS

2006 which identified the Filipino Household Service Workers among the country's top annual deployment and as our most vulnerable workers with long working hours, prone to abuse and maltreatment from their employers; WHEREAS, Governing Board Resolution No. 5, Series of 2006 was passed on 24 October

the Technical Education and Skills Development Authority (TESDA) to attest to their skills qualification, in addition to a country specific language and culture orientation course; interest and welfare, all household service workers will be required to secure a Certificate of Competency evidenced by a National Certificate for Household Service Workers (NCII) issued by WHEREAS, said Governing Board Resolution provided that as added protection to their

subsequently issued by the POEA Administrator, replacing the requirement of the National Certificate for Household Service Workers (NCII) to a mere Certificate of Training 1 Affidavit of Undertaking from the licensed recruitment agency deploying the worker as proof of skill competency and a Certificate of work-readiness and orientation based on its own assessment: Series of 2021 re: "Interim Guidelines on the Skill Competency for Domestic Workers" was Competency/Completion issued by a TESDA accredited private training center, supported by an WHEREAS, in view of the Covid-19 pandemic situation, Memorandum Circuiar No. 10

Governing Board Resolution No. 5, series of 2006, Section 118 of Rule II, Part III of the 2016 Overseas Filipino Workers and Memorandum Circular No. 08, series of 2016 all require the addition to a country specific language and culture orientation course; submission of National Certificate for Domestic Work (NCII) to attest to their skills qualification, in POEA Rules and Regulations Governing the Recruitment and Deployment of Landbased WHEREAS, all existing regulations pertaining to the deployment of HSWs, to wit:
