SUBJECT : DESIGNATION OF RESOURCE PERSONS IN LEGISLATIVE HEARINGS OR MEETINGS
The attention of the Court Administrator has been called on the effect of the designation of judicial employees in legislative hearings or meetings as reported in A.M. No. 16-03-04-SC (Re: Report on the 19 January 2016 Senate Technical Working Group Meeting on Senate Bill Nos. 2670 and 1288 both entitled 'An Act Amending Section 2 of Act No. 4103, as amended, otherwise known as the Indeterminate Sentence Law' and House Bill No. 4543, 'An Act Excluding from tlie Application of the Indeterminate Sentence Law those Convicted of Criminal Offenses Against a Minor, Amending for the Purpose Act No. 4103, otherwise known as the Indeterminate Sentence Law'). Accordingly, all concerned are hereby STRONGLY REMINDED that the Court, always mindful of the principle of separation of powers, does not endorse any court personnel or individual to aid or assist legislative technical working groups in drafting proposed legislation lest impression be given that the persons so endorsed represent the Court's official stand on the matter. Judicial employees who appear at the said hearings or meetings do so in their personal, not official, capacities.
