MEANINGFUL CELEBRATION OF NATIONAL HUMAN RIGHTS CONSCIOUSNESS WEEK 2004

Whiereas, Republic Act No. 9201, Known As The National Human Rights Conciousness Act Of 2002, Proclaims And Declares That Week 4-11 December Of Every Year As National Human Rights Conciousness Week And Enjoins All Government Agencies, Including Government-Owned-Controlled Corporations, To Celebrate The Week Through Simple And Appropriate Ceremonies And Activites To Make The People Aware Of Their Basic Human Rights In Relation To The Functions And Services Offered By These Agencies And Instrumentalitites;

Whereas, Article Ii, Section 11, Of Our Constitutions Provides: "The State Values The Dignity Of Every Human Person Guarantees Full Respect For Human Rights"; Artcle Xiii Is Exclusively Devoted To Social Justice And Human Rights; And Article Xiv, Section 3 Directs All Educational Institutions To Include The Sutdy Of The Constitution As Part Of The Curicculum And To, Among The Other Things, Foster Respect For Rights;

Whereas, Human Rights Include Civil, Polititcal, Economic, Social And Cultural Rights.

Whereas, The Right To Life Itself Would Be Hollow Without Tge Fullness Of Human Rights; And

Whereas, It Is Not Enough That People Are Aware Of Human Rights, As It Is Necessary That They Be Vigilant In Protecting, Preserving, And Promoting Such Rights Not Only For Themeselves, But For Others, Everyday Of The Year, Not Just A Week Each Year, Must Be A Human Rights Conciousness Day , And The Conciousness Must Be A Moving Experience;

Now, Therefore, The Entire Judiciary Must Celebrate The 2004 National Human Rights Conciousness Week (4-11 December 2004) More Meaningfully In Light Of The Global Threats To Human Rights.

For This Purpose, The Office Of The Court Administrator, Office Of The Clerk Of Court, Office Of Administrative Services, The Fiscal Management And Budget Office, And Public Information Office Are Hereby Directed To Prepare And Implement Programs Of Activites With The End In View Of Making Full Awareness Of, And Respect For, Human Rights And Vigilant And Courageous Defense Against Relations Thereof A Daily Experience.

The Acting Presiding Justice Of The Court Of Appeals, The Acting Presiding Justice Of Sandiganbayan And The Presiding Justice Of The Court Of Tax Appeals Are Likewise Enjoined To Prepare And Implement Programs Of Activites For The Above-Mentioned Purpose In Their Respective Courts.

This Administative Circular Shall Take Effect Upon Its Issuance.
