SUBJECT : USE OF THE OFFICIAL NOTARIAL REGISTER (JUDICIAL FORM NO. 143, AS AMENDED)
On 16 November 2006, the Office of the Court Administrator issued OCA Circular No. 157-2006, otherwise known as the Guidelines in the Implementation of the Provisions of the Memorandum of Agreement Between the Office of the Court Administrator and the Office of the Solicitor General Relative to Printing and Distribution of Notarial Books.
At that time, there was a dearth of supply of official Notarial Registers at the Property Division, Office of Administrative Services (OAS), Office of the Court Administrator (OCA). Accordingly, notaries public were authorized to use temporary or improvised forms upon the approval of the executive judge who issued their commission.
Presently, there is no longer any shortage in the supply of official Notarial Registers. However, despite the sufficient stocks on hand, there are notaries public who are still using the improvised forms.
Accordingly, all Clerks of Court/Officer-in-Charge of the Regional Trial Court, Office of the Clerk of Court, are directed to ensure that only the official Notarial Register, designated as Judicial Form No. 143, as amended, is used by the notaries public.
