"Accordingly, the Court resolved to DISMISS respondent LIBERATO YAMBAO from the service, for serious misconduct, with prejudice to re-eraployment in any branch of the government service, including government-owned or controlled corporations. All retirement benefits or privileges to which respondent may be entitled are hereby DECLARED FORFEITED without prejudice to his receiving the money value of his leave credits, and return of his GSIS premiums and medicare fees."
