ADMINISTRATIVE CIRCULAR NO. 21-2006 RE: GUIDELINES FOR THE IMPLEMENTATION OF THE DRUG PREVENTION PROGRAM FOR THE FIRST AND SECOND LEVEL COURTS
Attached is a copy of Administrative Circular No. 21-2006 dated 24 February 2006 Re: Guidelines for the Implementation of the Drug Prevention Program for first and Second Level Courts.
Pursuant thereto, you are hereby DIRECTED to recommend to this office the court personnel who may be subjected to drug test based on a reasonable ground that said court personnel is a habitual user of dangerous drugs. Such reasonable ground shall be determined based on specific contemporaneous and articulable observations concerning such matters as the appearance, behavior, speech or physical manifestation of the concerned employee [No. IV-C(2) Administrative Circular No. 21-2006].
Recommendations shall be submitted within fifteen (15) days from receipt thereof, directly to:
