RECONSTITUTION OF THE SPECIAL BIDS AND AWARDS COMMITTEE (SBAC) FOR THE SPECIAL DEVELOPMENT FUND-SUPPORTED PROJECTS, PROGRAMS, AND ACTIVITIES IN THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO (SDF-BARMM)
WHEREAS, it is the policy of the Bangsamoro Government to promote greater
procurement system in consonance with the provisions of Republic Act (RA) No. 9184 also known as the "Government Procurement Reform Act', aimed to safeguard government public resources against loss or wastage due to graft and corruption, thereby generating transparency, accountability, efficiency, and equal opportunity in the government substantial savings in the coffers of the Bangsamoro Government;
and 2021 Special Development Fund, and for Other Purposes" on October 8, 2021; WHEREAS, the BTA Parliament enacted Bangsamoro Autonomy Act (BAA) No. 22 entitled "An Act Appropriating the Sum of Ten Billion Pesos (PHP 10, 000,000,000,00) from the 2020

SECTION 1. Constitution of the SBAC. In order to facilitate the professionalization and harmonization of procedures and standards, there is hereby reconstituted an SBAC under

SECTION 4. Functions of the SBAC Secretariat. The SBAC Secretariat shall act as the main support unit of the SBAC with the following functions:
a.Provide administrative support to the SBAC;
b. Organize and make necessary arrangements for SBAC meetings and d. Manage the procurement processes of the SBAC, including the sale and e. SECTION 5. Submission of Report. The SBAC is hereby directed to submit to the undersigned the schedules and status reports of its bidding activities.
SECTION 6. Funding. All expenses necessary for the implementation of this Order shall accordance with Section 2, Article XIV of the Bangsamoro Organic Law. The utilization thereof shall be subject to the usual accounting and auditing rules and regulations. be chargeable against the SDF which shall be released to the Bangsamoro Government in
SECTION 7. Repealing clause. This Order repeals Administrative Order No. 0003 dated October 24, 2022
