CL-2026-___ To : ALL BSP-SUPERVISED FINANCIAL INSTITUTIONS Subject : Structural Redesign of the Manual of Regulations for Banks as of 31 December 2023 and Updated Financial Reporting Package – Manual of Accounts as of 31 December 2025 The BSP will implement a structural redesign of the Manual of Regulations for Banks (MORB) and the Manual of Regulations for Non-Bank Financial Institutions (MORNBFI) in phases. The redesign introduces a modular structure that organizes related regulatory provisions into thematic modules to improve navigation, and ease of reference and updating. Phase 1 of the implementation covers the MORB, updated as of 31 December 2023, which is now available on the BSP website at: https://www.bsp.gov.ph/SitePages/Regulations/MORB.aspx Phase 2 will extend the same modular format to the MORNBFI.
