ALL APPLICANTS AND CONCERNED ENTITIES ALL SUPPORT SERVICE PROVIDERS

SUBJECT EXTENSION OF THE EFFECTIVITY GUARANTEED FEE (MGF) FOR OF THE GAMING MINIMUM SYSTEM

ADMINISTRATORS

To allow the Gaming System Administrators (GSA) additional time to stabilize operations, recover from sustained market contraction, and align with the financial thresholds prescribed under the MGF framework, without unduly compromising regulatory objectives or the viability of licensed operators, please be informed that the PAGCOR's Board of Directors, in its meeting held on May 21,2026, approved that the impiementation of the Minimum Guaranteed Fee (MGF)be further deferred until June 30, 2026.

Accordingly, below is the amended schedule for the imposition of MGF:

1st Tranche (July 01, 2026 to December 31, 2026)
