SUBJECT : SMALL CLAIMS CASE MONITORING SYSTEM (SC2MS) SURVEY
On 1 October 2008 the Rule of Procedure for Small Claims Cases was pilot-tested in 22 first level courts in the different regions of the country.
On 18 March 2010, after some revisions, the Amended Rule of Procedure for Small Claims Cases was rolled out and implemented in all first level courts nationwide.
On 06 May 2011, to enhance the capacity of the small claims courts towards an efficient monitoring and automated monthly reporting of cases, the Supreme Court Committee on Computerization and Library approved the implementation of the Small Claims Cases Monitoring System (SC2MS) in all first level courts. 1 USB wireless broadband modems were distributed in all first level courts for the electronic transmission of their respective monthly reports. 2
On 25 July 2013 the Supreme Court reorganized 3 the Technical Working Group on the Small Claims Courts Project to review the Rule of Procedure on Small Claims Cases and further address the need of litigants for a more cost-effective procedure and make justice more accessible to the public.
However, notwithstanding the Judiciary-wide implementation of the SC2MS, there still are numerous courts that do not transmit the Monthly Docket Inventory of Small Claims Cases using the SC2MS Software as required under OCA Circular No. 78-2011 dated 16 June 2011.
To assess and gather insights and perspectives on how to improve the Amended Rule of Procedure for Small Claims Cases and the SC2MS, the judges and branch clerks of court/officers-in-charge of the selected courts 4 are hereby directed to accomplish and answer the attached: (1) table for listing of small claims cases, and (2) survey questionnaire, and thereafter mail them back to the Office of the Court Administrator using the paid return envelopes provided herein.
Your utmost cooperation in completing the survey is hereby enjoined.
