TO: ALL JUDGES, CLERKS OF COURT AND BRANCH CLERKS OF COURT OF THE REGIONAL TRIAL COURTS

SUBJECT: IMPLEMENTATION OF CERTAIN PROVISIONS OF THE "GUIDELINES IN THE ACCREDITATION OF NEWSPAPERS AND PERIODICALS SEEKING TO PUBLISH JUDICIAL AND LEGAL NOTICES AND OTHER SIMILAR ANNOUNCEMENTS AND IN THE RAFFLE THEREOF

In compliance with the provisions of the Resolution dated October 16, 2001 of the Supreme Court en bane in Administrative Matter No. 01-1-07-SC prescribing "Guidelines in the Accreditation of Newspapers and Periodicals Seeking to Publish Judicial and Legal Notices and Other Similar Announcements and in the Raffle Thereof," the following are hereby directed:

1. Clerks of Court of the Regional Trial Courts shall collect an application fee in the amount of P 300.00 for each application for accreditation filed with the office of the Executive Judge in accordance with the provisions of Section 3 of the Resolution dated October 16, 2001. The application fees collected shall pertain to the Judiciary Development Fund as established under the provisions of Presidential Decree No. 1949 (May 18, 1984).

2. Judges shall include in their orders requiring the publication of any notice or notices a directive to the Branch Clerk of Court instructing the latter to furnish the Office of the Clerk of Court with a copy of the order so that such notice may be published in accordance with the provisions of P.D. No. 1079 and the implementing guidelines prescribed by the Resolution dated October 16, 2001.

3. Notices, announcements and advertisements shall have the following format:

a. Column width - more but not less than nine (9) ems

b. Font size for the heading - less but not more than ten (10) points

c. Font size for the text - less but not more than eight (8) points

d. The printing of the text and heading shall be solid, without slugs or leads between lines and margins (Section 4, Presidential Decree No. 1079). Should the notices, announcements or advertisements be prepared with the use of computer design programs, spacing between lines shall not be more the single-line spacing.

e. Example of the prescribed format:

Under such terms and conditions, the defendant failed and for the purpose of recording the same with the Registry of Deeds, the plaintiff brought suit for a judicial order consolidating ownership in his name pursuant to Article 1606 of the New Civil Code of the Philippines.
