AUTHORIZING THE ATTENDANCE OF SELECTED COURT OF APPEALS, SANDIGANBAYAN, AND COURT OF TAX APPEALS JUSTICES, AND REGIONAL TRIAL COURT AND METROPOLITAN TRIAL COURT JUDGES AT THE ROUNDTABLE DISCUSSION ON COURT LEADERSHIP JUDICIAL REFORM AND IMPROVING JUDICIAL ADMINISTRATION

The Philippine Judicial Academy (PHILJA), in partnership with United States Agency for International Development (USAJD) and the American Bar Association -Rule of Law Initiative (ABA-ROLI), will be conducting the Roundtable Discussion on Court Leadership: Judicial Reform and Improving Judicial Administration, which will be held on October 7, 2010, Thursday, 12:00 P.M. to 5:00 P.M., at the Makati Shangri-la, Ayala Avenue corner Makati Avenue, Makati City.

The participating judges should see to it that their respective court calendars are properly managed and the parties notified in advance of any cancelled hearing.

Formal business attire is required. No companion and substitution of participants shall be allowed.

Dear Mr. Chief Justice:

The Philippine Judicial Academny (PHILJA), the Program Management Office (PMO), in partnership with the United States Agency for International Development (USAID) through the American Bar Association-Rule of Law Initiative (ABA-ROLI), will conduct the Rountable Discussion Court Leadership: Judicial Reform and Improving Judicial Administration on October 7, 2010 at the Makati Shangri-La, Makati City. Honorable Clifford Wallace, Senior Judge of the U.S. Court of Appeals for the Ninth Circuit. Judge Wallace will lead the discussion among high level judicial stakeholders in the Philippines.

This activity is designed to share their experiences in Court Leadership, Judicial Reform and Improving Judicial Administration.

Participants include selected representatives from the Supreme Court, Court of Appeals, Sandiganbayan, Court of Tax Appeals, office of the Court Administrator, Philippine Judicial Academy, Program Management Office, and Judges from the First and Second Level Courts.

ABA-ROLI will directly disburse the cost for the (a) food and venue for the participants, PHILJA resource persons, officials and staff; (b) food, hotel accomodation, airfare, and transportation arrangementrs of Judge Wallace; and (c) honorarium. PHILJA's counterpart is (a) preparation of the program; (b) identification, notification, and confirmation of the discussions; (d) expense reimbursement; (e) supplies and materials; (f) overtime pay; and (g) miscellaneous and incidental expenses.

In this connection, may we respectfully request (a) authority to conduct the abovementioned activity; (b) authority for the assigned PHILJA staff and drivers to render overtime services from October 6, 2010 and receive an overtime pay in accordance with Budget Circular No. 10, dated March 29, 1996; and (c) approval of the participants' official attendance. Attached is the draft Administrative Circular, for Your Honor's consideration and signature.

May we also request the (a) approval of the atteached budget estimate in the total amount of Thirty Thousand Pesos (P38,000.00), chargeable against the PHILJA-Fiscal Autonomy Fund under LBP Account No. 3472-1002-70, and (b) issuance of cash advance in the amount of Ten Thousand Pesos (P10,000.00), in favor of Ms. Joyce P. Abancio, PHILJA's Special Disbursing Officer, to defray the supplies and materials and miscellaneous and incidental expenses. Liquidation shall be subject to usual accounting and auditing rules and regulations of the Court and the Commission on Audit.

Also attached are the (a) draft program; (b) Letter from Atty. Jack Andrew O. Miranda, Operations of ABA-ROLI; and (c) Certificate of Availability of Funds by Mr. Policarpioi G. Felicidario, Jr., Chief Judicial Staff Offier, PHILJA Finance Office, for Your Honor's ready reference.
