SMALL CLAIMS CASE MONITORING SYSTEM (SC2MS) and COMPUTERS FOR SMALL CLAIMS CASES

The Supreme Court (SC) Committee on Computerization and Library (CCL) has consituted [1] a Technical Working Group (TWG) to develop a software system for the monitoring of small claims cases as an efficient reporting tool to further improve the performance of all first level courts.

After consultations with the judges of selected first level courts, as well as the conduct of simulation exercises with the pilot small claims courts in the National Capital Judicial Region, the CCL, on 06 May 2011 [2] , has accepted the software and approved the implementation of the Small Claims Cases Monitoring System (SC2MS) in all first level courts. The SC2MS software shall be installed in the computers (with printers) which shall be delivered to the first level courts in June 2011. These computers and printers shall be used exclusively for small claims cases only.

However, considering the limited number of computers and printers procured for this Project, a prioritization system shall be implemented, taking into account the total caseload in each court. With the respect to those which will not be provided with these new computers, compact discs (CDs) containing the SC2MS software shall be installed in the existing and available computers.

User's manual and other information, tools and guides shall likewise be provided to aid the users, particularly the Branch Clerks of Court to whom the computers and printers shall be formally turned over and endorsed to. Training activities on the use of SC2MS software shall be conducted thereafter.

All pending and decided SMALL CLAIMS CASES starting from the month of MAY 2011 onwards shall be encoded/entered using the approved SC2MS Software. You can also include all small claims cases already decided and disposed of starting from January to April 2011 for your own case monitoring and efficient record management.

Pursuant thereto, you are hereby DIRECTED to submit the Monthly Docket Inventory of Small Claims Cases using the approved SC2MS Software on or before the tenth (10th) day of the succeeding month through:

(1) electronic mail to smallclaim@sc.judiciary.gov.ph; or

(2) soft copy of the report using diskette or CD, which shall be sent by post or courier to:
