CREATION OF A SPECIAL COMMITTEE TO REVIEW THE PLANTILLA POSITIONS AND SALARY GRADES OF OFFICIALS AND EMPLOYEES IN THE JUDICIARY

WHEREAS, employees of both the government and private sectors are in the midst of tackling economic challenges, i.e. globalization, increasing demographic pressures, amplified prices of basic commodities, and increased transportation expenses, etc.;

WHEREAS, there is a glaring disparity between the high and yearly-increasing compensation of employees in the private sector with the low and sedentary salaries of the employees in the judiciary;

WHEREAS, the turn-over rate of experienced members of the administrative and legal staff leaving the judiciary to pursue careers in the private sector is high; thus, the need to entice these employees to remain while attracting other highly competent people to enter the judiciary;

WHEREAS, the present compensation allowed the employees of the judiciary is not commensurate to the amount of work, time and effort, skill and experience they utilize in the performance of their functions;

WHEREAS, to improve the performance of the employees and to retain their skills and training in the service of the judiciary, there is a need to institute reforms that would transform the judiciary into an efficient and results-oriented branch of government;

WHEREAS, these reforms would be recognized through a strategic review of the present organizational and functional structure and the plantilla positions and salary grades of officials and employees in the judiciary; including the Supreme Court, Philippine Judicial Academy, Judicial and Bar Council, the Court of Appeals, Sandiganbayan, Court of Tax Appeals, the Regional Trial Courts, Metropolitan Trial Courts, Municipal Trial Courts in Cities, Municipal Trial Courts, and the Municipal Circuit Trial Courts;

WHEREAS, there is a need to create a special committee to execute this strategic review;

NOW THEREFORE, a special committee is hereby created to perform a strategic review of the plantilla positions and salary grades of officials and employees in the judiciary, with the following members:

Presiding Justices of the Court of Appeals, Sandiganbayan, and Court of Tax Appeals Personnel or Human Resource Officers of the Court of Appeals, Sandiganbayan and Court of Tax Appeals Finance Officers of the Court of Appeals, Sandiganbayan, and the Court of Tax Appeals Court Administrator, Supreme Court Clerk of Court, Supreme Court Chief of the Office of Administrative Services, Supreme Court Chief of the Fiscal Management and Budget Office, Supreme Court Chief of the Office of Administrative Services, Office of the Court Administrator (OCA), Supreme Court Chief of the Fiscal Management Office, Office of the Court Administrator (OCA), Supreme Court Chairman of the Executive Committee, Judicial and Bar Council (JBC) Chancellor, Philippine Judicial Academy (PHILJA) Personnel or Human Resource Officer of the Philippine Judicial Academy (PHILJA) Judicial Reform Program Administrator, Program Management Office (PMO) Chief Attorney Representative from the Office of the Chief Justice
